Think of it like this: Take two circles, one with a diameter of 4.5", the other 60". Draw 360 equally spaced marks around the edge of both circles, these represent degrees. Notice how the marks on the small wheel are only about one millimeter. Yet on the big wheel you've got enough room between the degrees to further divide the into minutes. All the bubble camber gauge is, is an 6-8" section of the large circle's perimeter. The small circle obviously represents the "construction" gauge. These types of things are rated be the radius of the circle that the arc of the gauge makes.
